Once the shipment is cleared by customs, it is transferred to the delivery service selected by the sender. All further delivery details should be clarified directly with your carrier.
Why is my parcel subject to customs clearance?
According to the EAEU Customs Code, all goods crossing the EAEU border are subject to customs declaration regardless of their value or weight, including documents.
Duty-Free Import Limits in Russian Federation
The duty-free threshold limit for parcels delivered by a courier is €200 and 31 kg per parcel, based on EEC Council Decision No. 107 dated December 20, 2017. If the shipment exceeds these limits, the Russian Federal Customs Service (FCS) applies a customs duty of 15% on the excess amount, but not less than €2 per each kilogram over the weight limit.
How long does it take for a parcel to clear customs?
According to the EAEU Customs Code, goods must be released no later than the next business day after the declaration is registered. If all information is submitted correctly, the clearance process usually takes 2–3 days after the cargo arrives to Russia

Why GBS requesting passport data, and how can it be submitted?
All international shipments are subject to mandatory customs clearance procedures. When declaring goods for personal use, a Passenger Customs Declaration for Express Cargo (PCDEC) is used. According to the EEC Board Decision No. 158 dated October 16, 2018, and the Order of the Ministry of Finance of Russia No. 62n dated April 26, 2022, the PCDEC must include the information of the recipient’s identity document (passport details), confirmed by uploaded copies. In addition to passport data, a Taxpayer Identification Number (INN) is also required. At GBS, we are a licensed customs representative listed in the official registry. Our license number 0819/0000 has been valid since September 26, 2017. This information is publicly available. Our company operates in a full compliance with current legislation and organizes the collection of passport data through the recipient’s personal account. The data is transmitted via secure communication channels and uploaded to a protected portal.

The product value, quantity, or weight does not match my order
All shipment information is automatically provided by the sender. If there is any discrepancy between the data shown and the actual order details you have, please make the necessary corrections. The currency displayed in your personal account cannot be changed — therefore, the value must be entered in the corresponding currency specified in the personal account.
Why do I need to provide scanned documents?
During customs clearance, authorities verify the accuracy of the identity information declared in the Passenger Customs Declarations for Express Cargo. To ensure compliance, we are authorized to request copies of identity documents to confirm the correctness of the submitted information.
I don’t have a Taxpayer Identification Number (INN) What should I do?
All Russian citizens over the age of 14 are issued an TIN (INN). If you are a foreign citizen, you do not need a TIN (INN) to receive parcels in Russia. In this case, you must provide a copy of your foreign passport and a valid residence permit for staying in Russia.
In some cases, the TIN (INN) can be automatically identified, and no document upload is necessary. If it is not detected automatically, you will need to enter it manually. As a proof, you can upload the screenshot of your TIN (INN) from nalog.ru or gosuslugi.ru
Can I receive a shipment if I’m under 16 years old?
All Russian citizens aged 16 and older have a passport and INN and can receive parcels. We kindly ask that you do not place orders under the name of individuals younger than 16, as this may cause difficulties during customs clearance.
If the recipient is under 16, the following documents are required:
Scan/photo of the recipient’s passport (if under 16) + TIN (INN) (if available), Scan/photo of a parent’s or legal guardian’s passport + certificate of the parent/legal guardian TIN (INN) + Parent/legal guardian’s passport details (entered manually) + Scan/photo of the under 16 y.o. recipient’s birth certificate, we will do our best to help your parcel to be issued and delivered.
I am a foreign citizen. What documents may be required?
To clear a parcel through customs as a foreign citizen, you will need to provide a scan of your foreign passport and a scan of your valid residence permit for staying in the Russian Federation
What is a proof of purchase?
A proof of purchase is a document that confirms the declared value of the items in your parcel. It is typically an order confirmation that includes details about the purchased goods—such as quantity, characteristics, type, and payment amount. The order is basically placed as a documental. This document is usually issued by the seller and sent to the buyer via email.
You may upload a screenshot of the email from the seller or a screenshot from your personal account on the website where the purchase was made.
The proof of purchase should include the following information:
- Product name(s)
- Quantity of items
- Price per unit
- Total order amount
- Recipient information
- Currency next to the prices
If all the information doesn’t fit into one file, feel free to upload multiple files.
My parcel is marked as delayed
This means that customs authorities have requested additional or corrected information for this shipment — such as a passport scan, product link, invoice, explanation letter, etc. In this case, a representative from our team will definitely contact you by email or phone to request the missing documents or information.
